It has full soft Velcro loop on one side and the basket weave leather on the other. If you wear it underneath a duty belt, wear the loop side facing out and the duty belt has hook material that attaches the belts together. Note If you plan to use it in this way, please make sure that the inside of your duty belt(1.5"-2.25" wide) has a hook surface(hard Velcro side). No need for belt keepers.

Leather is durable and Velcro is strong and holds up well. It can support a full-sized handgun and holster.
